The lack of monitoring and evaluation of the North American Free Trade Agreement (NAFTA) until 2017 has become a significant dilemma for the Mexican Executive and its process of renegotiation. The analysis begins with the presentation of the “demands” of the Trump Administration to renegotiate the Agreement and estimates of the tariff effects ‒in Mexico and the United States‒ of a cancellation of NAFTA, emphasizing the footwear value-added chain. In general, the effects of a cancellation of NAFTA are not significant from a tariff perspective, although a group of value-added chains and items will indeed have an impact on their activities in the region. Starting from relative high levels of integration in the North American region, since the beginning of the 21st century there is an increasing disintegration; the footwear value-added chain is an example of this process. The document presents a group of proposals ‒and beyond the current renegotiation process‒ in order to reflect the massive challenges for the productive Mexican sector in the context of NAFTA, from a local, national and regional perspectives.
