Abstract

This paper explores the evolution, characteristics, and welfare implications of low pay in Spain from 1994 to 2004, a period characterized by a high employment growth. Firstly, we find that the incidence, intensity and severity of low pay have slightly decreased along the analysed period. In the second place, we analyse the personal and occupational characteristics of Spanish low wage employees. Thirdly, the geographical distribution of low pay is highly correlated with regional Gross Domestic Product (GDP) per capita. Finally, even among low paid, working is the most effective way of avoiding poverty risk; in fact, the relationship between low pay and poverty has weakened along the analysed decade.
