Recent history has placed Russia in a situation which, in many ways and above all as regards investment and development problems, is similar to that of the third world countries. For this reason and despite many individual evolutionary aspects (the systemic transition process), the lessons involved should be taken into consideration in the Latin American countries. Toe purpose of the present article is to analyze the reasons and conditions for overcoming the in vestment crisis which occurred in the country jointly with the structural reforms of 1992-2000. The investigation revealed a link between the crisis and inadequate reform policy; an incompatibility between the conditions necessary to direct investments to the sector where these were needed and the existing model of financial capitalism; and the convenience of introducing an investment processing model based on a system developed by state development banks which, in order to work properly, called for a package of additional measures.
