This paper considers the various sources of internal and external saving to fund in­ vestment for promoting growth in developing countries, with specific reference to Mexico. The voluntary saving are discussed, and the recent research explaining differences in the domestic savings ratio across countries is reviewed. Toe controversial role of financial liberalisation is considerers and why countries need to tread with great care in the liberalisation process. Involuntary saving and tax effort is also discussed, and the role of foreign borrowing in raising the growth of income and output.
