Abstract

This paper discusses the support and integration of Non-governmental Organizations and States in the promotion of income-generating activities, based on research on two NGOs and two state agencies in Brazil. The NGOs will be compared in their impact on the lives of the microentrepreneurs supported, the links of the microentrepreneurs to the formal economy, and the viability for extension of the experiences to other areas of the country. The opinions of the staff of both NGOs and state agencies are compared to analyze the issue of NGO/state partnership on income generating activities. A surprising finding was the educational level of program participants: a high percentage graduated from high school and college. And also that although both NGOs and State are still cautions on the issue, they now recognize the need to work together, in order to maximize resources and abilities to reduce problems such as unemployment.
