During the Cardenas administration, addressing the problems of the indigenous peoples gained new ground in the federal government, therefore the Department of Indigenous Affairs was created. In political discourse, this shift was the result of General Cárdenas' interest in the margination of these groups, which is the approach used for publicizing the subject. In practice, these actions meant that the image of what constituted indigenousness was redefined and was viewed in terms of poverty, margination, abandonment and, above all, historical stagnation. The recreation of the indigenous peoples was accompanied by a process of replacing educators with anthropologists in tasks concerning these groups.
