The author analyzes and compares the staged model of public policy, from a heuristic approach inputs on the subject since the early seventies. Considering this approach, the research focuses on the stage of completion, which is important to understand from their role in a particular policy; in that way, examples are shown in the stage of completion of public policies on environmental and public safety issues in Mexico, as well as an example in Peru.
