The objective of this study was to evaluate the degree of compliance with transparency obligations set out in the Law of Transparency and Access to Public Information of the State of Jalisco (LTAIPJ), by the Jalisco legislature. We designed the Performance Index by Transparency Obligationts Internet (ICOTI), it was applied on two occasions (October 2008 and July 2009), which allows us to examine to what extent the most popular representative body meets Jalisco legal obligationts of transparency.
