This article is a general review of studies on local congress in México, one can assert that specialists study more the legislative production and less in the functions substantives of the local legislature. The studies try novel approaches and methodologies. The author presents the substantive issues that must be analyzed considering the known heuristic tools, and emphasizing factors that are often reglected.
