The citizen political participation has been very important in different ages of the human history. This participation has allowed distints political regimens to adopt different ways in democracy construction. In Mexico, citizen participation has been lead to electoral processes so the country has changed progressively, until arrive to political alternancy in the presidence of the republic. However, institutional controls has limitated all the ways in the secundary legislation.
