Abstract

The relationship between parliamentary groups is attached to institucional conditions and political parties restrictions; those affect the behavior and the decisions of the legislators. With the intention of systematize and hierarchize the deputy´s political action racionality, a model of parliamentary dynamic has been designed. This model stems from the episodes of collaboration and conflict that has lived the legislative power in Baja California with the executive power and with their integrants.
