This paper analizes different events that played a relevant role in the conforming of a more active, demanding and democratic society during the administration of ex-president Miguel de la Madrid (1982-1988). The article is narrated with an appreciable honesty in the treatment of certain issues and from the expresident perspective often ignored and therefore more deeper in the analysis of many of the elements that determined specific executive actions for and against this citizenship process. Finally this review is presented along with several thoughts regarding the true impact of this administration policies on conforming a new society.
