The economic modernization that began in Latin America in the eighties is the crux from which the article explains sorne legal reforms of different nature that have taken placed in Mexico. For example reforms in the labor, agrarian and education sectors.

This article elaborates sorne considerations about social security in Mexico and its likely reform. Taken into account a historical perspective, it analyses the role of the labor unions and the reform in 2004 of the Instituto Mexicano del Seguro Social, in order to conclude with sorne proposals for a new pension system.
