This work reviews the Neoinstitutional ideas regarding the role played by rules in the behavior of political actors and applies them to the case of the rule established by the Electoral Code of the State of Sonora on the size of electoral sections or polling centers.

The study establishes that a section or polling center is able to attend up to 600 voters during the ten hours of the Election Day with one lineo Since the expected percentage of abstention is 50 per cent, the voters list should not be greater than 900 voters. However, in the municipal election of Hermosillo in 2003, there were 90 polling centers with lists greater than 1500 voters. In these centers the percentage of participation goes down in a way inversely proportional to the number of voters in the list from 56 down to 40 per cent. For every 100 additional voters in the voters list, participation descends almost half percentage unit. Since this rule creates incentives for not voting, the existence of polling centers with voters lists greater than 1500 tended by one single line is not justified.
