It poses how the industrial and technological development has repercussions in the worId's economy. The government, the management community and universities should take in account what industries have future and will be in the international market. According to the situation in this country, the information technology and Internet represent new advantages to increase productivity and opportunities to compete. On this direction points the National Development Plan 2001-2006, the Development Infor-mation Technology Program of this Government, and also the Development for the Soft-ware Industry Program. Nevertheless, up to this moment, it has been impossible to get what was expected and contemplated in those documents, besides the lag behind of infraestructure and the cultural resistance to change which have to be looked after to guarantee the profitability of the information technology and Internet, to beat the deficit of development in the country and to improve life's population quality.
