This essay offers a conceptual, theoretical and methodological framework for the analysis of the complexity of management systems of public servants (SAPP) and its close historical bound with the evolution of the State in its relationship with Civil Society.

It analyses the problem of limits and scope ofthis new Mexican institution through its comparison with its Japanese correlative, relevant to this matter, since its desing was made on the basis of the study of contemporary SAPPs of several countries.

For the author the proposed Mexican Law for the Professional Civil service be better explained and understood if it were considered as a part of the States'Reform sin ce, a political-administrative phenomenon and subject of analysis, it evolves coincidentally with the evolution of the organization, functioning and role of the State.
