This essay develops an analysis of correlation of strengths between two uneven powers, the European Union and the United States. It explains how the European Union, since 1992 and due to its growing economic might, has persisten tI y disputed sorne economic spaces and sorne of its spheres of influence with the United States of America.

The USA intervention in Iraq in March 2003 and its open position as "an intervention force whose goal is to pave the way to democracy in that country" reveals European Union 's weakness in military matters and its reluctance to follow USA dictums in the NATO.

France and Germany, engines in the building process of the New Europe, have been impelled to work in this field to achieve a more relative independence now that a new consolidation and broadening ofthis Community has been planned.
