Abstract

This paper proposes the Controversy Index (ico) as a tool for measuring the level of disagreement in a resolution approved by the un General Assembly, as well as studying how Mexico voted on resolutions relating to the Middle East and Palestine between 1994 and 2015. The authors show that Mexico tends to abstain from voting when the resolutions are controversial, unless there is a specific interest involved.
