The projection of outsourcing strategies on the international level poses numerous and major challenges about protection of workers. The proliferation of global supply chains whose final links are found in developing countries demands answers of an international character that fill the gaps of internal rules. Answers such as international rules or soft law tools -notably of the ILO- or private tools -codes of conduct- or through the involvement of social partners -international framework agreements-. Taking into account the intrinsic limitations of internal law, we will proceed to the weighting of the effectiveness of international tools -heteronomous and autonomous- for the purpose of the recognition and the guarantee of basic labor rights to workers who are on the periphery of the production processes, often in countries without minimally effective control and regulatory systems.
