Considering the recent political changes and the democratic challenge in the arab world, and not only, there is an increasing evidence of debating about the migration patterns affecting countries of Southern Europe. This article attempts to build the aim of the process leading to the Amsterdam's Treaty. The principal concepts of that process could represent the basis of a new political phase in migration field.
