Law conceived as an instrument to control power has been designed to implement different forms to its limitation. Competence norms are not only the guidelines to its exercise butalsothe keytoa legal system's dynamic, its identity and operation. The purpose here is merely to propose a methodology to study the nature and function of competence norms from the perspective of the analytical philosophy.
