The past of the Multilateral System of Commerce that reign on us, help us to under stand the actual situation. The investigation over the crisis on the General Agreement on Tariffs and Trade (GATT), created on 1947, threw out the necessity that existed for changing the System. That occurs on the Uruguay Round (carried out from 1986 to 1994). The current World Trade Organization (WTO), created on 1994, was born from that Round. Mexico and other countries participated on the creation of the WTO. The procedure for the dispute settlement established within it is very complete, as it shows in the case of Venezuela vs. United States.
