This paper analyses the current situation and problems that the European Union faces today. The author focuses on the issue of legitimacy, which is the most important problem that the Union has to deal with nowadays. Moreover, he points out that it is necessary to put citizens at the center of the unication process, and thus overcome the limits national democracy and create a supranational democracy. The author propose some contents for the European Constitution, which could be useful to overcome the fragility of the European Union institutions.
