The issue of distribution of powers concerning international policy and international treaty making, is a classical topic of the study of federal and regional States. Following this line, the author highlights the two elements that characterize federal states: on the one hand, the constitutionally guaranteed autonomy of member States and on the other hand the participation of the latter in the Federation's decision making processes. Thus, the author studies the central issues concerning the responsibilities and obligations related to the above mentioned subject matters, in order to discuss some of the most important aspects relative to the different formulas of distribution of posers that can be found in comparative law.
