Triggered by the recent legislative debate related to the interpretation of article 63 of the Mexican Constitution, the authors of this article discuss the formula to calculate the forum in the Chamber of Deputees of Mexico . In the first section of the work, they introduce a conceptual framework, distinguishing between the "attendance quorum" and the "voting quorum", which seek to guarantee a minimum of representativity in the deliberations and decision-making of legislative bodies. In the second section of the essay, the authors analyze article 63 of Mexico’s Constitution, identifying two possible interpretations. Finally, they conclude that on the basis of a grammatical and systemic interpretation, the figure that ought to be used to calculate the "attendance quorum" in said Chamber is 500.
