In this essay the author studies the rules related to the time period that legislative committees of the lower houses of Argentina, Chile and the USA have, to produce the corresponding legislative reports. The goal of the analysis is to have a point of reference in order to determine the convenience of increasing those time-periods in the Mexican federal lower house. Firstly, the author refers to the context in which the debate on this topic has taken place in Mexico; secondly, he explains the way in which rules on time-periods determine to some extent the power of legislative committees in their relations with the full house, which in turn explains the importance of increasing or decreasing them. Thirdly, the author refers to the rules of Argentina, Chile and the USA on this matter. Finally, the author concludes that the modification of the time-periods referred ought to take into account not only technical and legal factors, but also parliamentary and electoral ones, bearing in mind that consideration of legislative efficiency ought to be preferred.
