In decades prior to 2005, Mexico's interest in human rights was very limited in practice and there was no will to change that situation. The first step was taken in 2005 when the death penalty was eliminated from the Federal Constitution. Subsequently, in June 2011 it was modified again to raise human rights to constitutional status, and the vision of human rights in Mexico is different. An example of this is the enormous dimension of Article 1, which indicates that the interpretation of human rights will be carried out favoring people in a broad way in accordance with international treaties; then then, the human right to health protection is of constitutional rank.
