This article highlights the importance of a legislation that defines and supports public television in Mexico. It analyzes the scope and limitations that, in this sense, the Federal Law of Telecommunications and Broadcasting of 2014 has had. This is done because such legislation constitutes a system of constitutive rules, which defines the characteristics and duty to be of public television in Mexico. Also because this law refers to the deontic powers that signify the relations of public television in the Mexican political and social context. The topic is relevant in a current context of debate on the construction of the notion of public service for the media in Mexico. There are important references to "the public" in Political Philosophy and Law, but there are few reflections on the subject from the perspective of Communication. The problem is that Communication is responsible for the analysis of the principles that govern the way of transforming manifestations and experiences into communicable aspects. This has to do with the media's function of "advertising" in the public sphere and highlights the role of communication in social reality. The purpose of this review is to contribute to the reflection on the institutionalism of public television from a communicative point of view.
