This study makes female participation in the Toluca Community Water Committees (CCAPT) visible through the gender perspective. The qualitive research was based on ethnographic fieldwork, the application of in-depth interviews and the life stories of 26 women from 15 CCAPT. It found that the greatest female empowerment occurs in those who hold the position of treasurers. This is explained by the fact that managing household finances, a role traditionally assigned to women, is extended to public spheres that seek the common good. This has led to an appreciation of the position of Treasurers, meaning that they play a strategic role in promoting peaceful coexistence in the community. Women who have held this position generally do so by focusing on ethics, transparency and accountability, which improves the governance of CCAPT.
