The wave of reforms that took place in Latin America in the 1990's seems to have slowed down or at least checked the zeal for privatizing pension systems. The shortcomings in the individual capitalization system and the failings of the institutional frameworks, along with the informal economy, unemployment and low salaries that characterize the region, have given rise to different types of legal processes to sove the problems that have appeared in the early 21st century: coverage, efficiency and equality. Despite the various approaches, they all share, to a certain extent, the common goals of reinforcing the involvement of public institutions and implementing solidarity mechanisms.
