Using data from the National Urban Employment Survey, we derived approximations for the probability of a transition between occupational categories within Mexican micro-entrepreneurship between 1987 and 1999. In accordance with a dualistic view, many of the informal micro-enterprises that emerged in the '90s could be considered involuntary, since they resulted from unemployment and economic inactivity. However, a small subset showed an inverse behavior by developing entrepreneurship when market demand was high, so these micro-enterprises would be considered voluntary according to a legalist and neoclassical economic view: before becoming formal employers, they began as informal entrepreneurs. During the administrations of Presidents Salinas and Zedillo, the Mexican economy showed a decrease in the progression towards micro-enterprise formalization, primarily due to domestic macroeconomic policies that gravely affected this sector.
