The article examines the institutionalization of gender policies in the municipalities of the State of Mexico and a profile of abilities of women's bodies for consolidation. The analysis incorporates the notion of gender as a model that is reconfigured in resistance and local governments. It is considered that considers that progress in institutionalizing the formal rules has been made and obstacles found in the informal differences result in different capacities for the adoption of the model. The institutional response is explained by rules called standard operating procedures that identify the role of the actors, either if they are unwritten rules. The results highlight the role of local dynamics in policy implementation.
