This paper attempts to analyze conditional cash transfer programs (CCT) as one of newest strategies of contemporary neoliberalism's "social" policies that arise related to recently changes and transformations in the global and regional political economy. Here we point out about continuities and discontinuities in neoliberal frames through different versions of the so-called Washington Consensus to note how hegemonic discourse turns from the orthodox views to heterodox ones featuring social issues; actually we showed how some institutions like World Bank and InterAmerican Development Bank add this issues into policy designs and prescriptions and, finally, we warned about dissemination of Cash-Transfers Programs in the middle of present global crisis.
