From a sociological viewpoint, this article addresses intolerance with specific reference to xenophobic attitudes and practices, and it places them within the framework of the construction of social subjectivity. It thus analyzes the idea that this exclusion of the “other” is functional and prospers in a context in which regional integration plans promise free movement for capital but geographical controls on the workforce. After offering a number of examples, it then proposes that any alternative project requires that adequate weight be given to the role played by civil society organizations and the state in constructing another inclusive social subjectivity.
