While numerous indices and surveys attempt to measure corruption, there have been many fewer efforts to measure reform. Perception indices and other country-level indicators (like the Transparency International Corruption Perception Index and the World Bank's Corruption Control) will not suffice: while worthwhile for other purposes they cannot provide detailed feedback and assessments. A better approach is to gather detailed government performance indicators: easily understood and comparable data that reflect both the incentives to corruption and its effects.
