Farmers grow native and hybrid maize on ejido, private, or rented lands for their own consumption and to supply the regional market. Hybrids are fostered by Sustainable Modernization of Traditional Agriculture, the International Center for Improving Corn and Wheat, the Ministry to Foster Agricultural and Animal Husbandry, and the tortilla industry. Pests and weeds do not damage production; herbicides and insecticides represent the lowest costs. Transgenic species of maize do not solve the problems of fertility, drought, and frosts. To the contrary, they would affect the richness of the native species of maize valued by farmers. Few producers are familiar with the Law to Foster and Protect Maize, and almost no one has read the Law on Biosecurity.
