The civil disobedience of social movements when faced with institutional policies is one of the main characteristics of collective actions. This confrontation demands a theoretical and empirical analysis that will make it possible to present its historical forms and its effects on political praxis, as well as the legitimacy of social movements themselves and public institutions. In this article, I describe three social movements in Mexico from 1981 to 2002 that have been actors in what has become known as the democratic transition. To interpret them within the social movement-state dichotomy, I use Rawls’ theory of justice and the methodology of classical phenomenology.
