The devastating scenario of thousands of disappeared people and the frequent discoveries of clandestine graves in Mexico have characterized a period of extreme violence that reflects the profound humanitarian crisis in which the population is immersed. This article analyzes the social meaning of human nature that makes co-existence possible, public safety as a duty of the State, and the need to establish effective coordination mechanisms for investigating disappearances. It also presents an account of some of the institutional challenges and omissions that -for over a decade- have increased impunity, leading to a scenario in which over 40,000 people have disappeared. Setting out from current approaches to the study of the phenomenon of disappearances, we re-think various axes that have been used in attempts to recognize and guarantee such basic human rights as truth and justice through a sub-system based on citizen participation that rejects violence, provides legitimacy, and contributes to the path of peace
