Voters' abstention is one of the problems democracies are enduring in present times. Considering that Democracy, both in Mexico and in other nations, is based on electoral processes, voters' abstention reflects the system inner weaknesses, lack of representativeness and of legitimacy. The author suggest electoral law reforms to improve citizens' participation as it should be in a true Democracy.
