Among the new contents of the amendments of the Spanish Statutes of autonomy since 2006 we can point out the charters of rights, duties and governing principles. These rules act within the competences of each Autonomous Community and should respect fundamental rights of the Spanish Constitution. However, in general, such charters do not have instruments for an effective judicial guarantee. With these provisions, Spanish autonomous State looks like Federal States, where usually there are different levels of human rights protection.
