This study analyzes the actions of the agents and actors who influenced the structure and form of the city of Minatitlán, Veracruz. To elucidate the transformation of this space it describes the landscape that existed before the arrival of the petroleum industry, examines the capacity of key agents to intervene in the urban space (the Mexican oil company El Águila, the real estate firm, Compañía de Bienes Inmuebles S.A. and the municipal government), and inquires into the union movement, all of which strongly impacted the urban space. Finally, it analyzes the tensions, conflicts and negotiations that arose between workers and the companies over the use and control of space, which brought about the transformation of the city’s landscape.
