The Covid-19 pandemic emerged within a context of international instability and confrontation that has characterized the second decade of the 21st century. The un Security Council’s lack of leadership resulting from the polarization among its permanent members hindered the acknowledgement of the fact that the global sanitary crisis represented a threat to keeping international peace and security and hampered an effective global response. Even though remarkable technological advances enabled the rapid development of Covid-19 vaccines, national self-interests and unequal access and distribution have set the pace for deepening global inequalities. The devastating economic and social effects of the coronavirus call into question the fulfillment of the 2030 Agenda, also causing serious setbacks in human rights with political consequences. The strengthening of the multilateral system based on a new consensus is indispensable.
