The objective of this research is to use risk analysis as a methodological proposal to identify the most significant risks, the degree of probability and threat in the implementation of the Public Private Associations (PPPs) model in the Mexican State and with it, build the problem public that any design of public policy demands of us. Therefore, using documentary analysis techniques, we carry out a risk analysis. From the diagnosis made, the problem tree results in which the causes and consequences of the government contracting model in terms of PPPs are detailed.
