The Chinese sovereign maritime demands, the presence of pirates, the use of irregular forces and the loss of power of the United States in the Indian and Pacific oceans, has prompted debate among American academics to employ privateers, as a means of countering the Sinic presence in these spaces, even though they have not been used since the American civil war, and being an abolished practice since the Paris Declaration of 1856. Without being a part of it, the US, considering its international action, the revocation of its, would constitute an evident assumption of estoppel that would violate the international order.
