The evolution of flows of Foreign Direct Investment (fdi) in China and Mexico is analyzed to determine the role that the State and its policies have had in this process. Starts from the principle that laws and institutions have been decisive in attracting fdi. This principle it is verified: China has been more successful -that Mexico- because the State assumed policies to attract the fdi, but above all because it directed the process of transformation of its institutions; from a planned economy system to a market economy system.
