This article upholds the thesis that not everything that is commonly considered a unilateral legal act of the State is, in fact, one. This conclusion is reached after a careful analysis of international practice and the rebuttal of the arguments that are usually put forward by scholars on the subject, and the work of the International Law Commission, which leads to define the State's unilateral legal act in a broad sense, including political behaviors and, sometimes, legal facts.
