One of the American “Founding Fathers”, who became first Secretary of Treasure, Alexander Hamilton, imagined and put into practice a new and forward way of making economic policy, combining commercial protectionism and industrial promotion, all based on the nation’s firs central bank, which he founded: that is, he conceived and practiced an initial Developmental State. He did so against complete subjection to free market and, thus, to the dominant nations of the time, Great Britain and Holland, both colonialists and slavers. Internal opposition (Jefferson et al.) destroyed that modernizer initiative -soon restored, however, in a second central bank, and finally with the Federal Reserve-, and preluded the antagonism, each time more violent, that would lead to the Civil War.
