In the past three years, the development of Spain's immigration policy has accelerated, leading to successive proposals for legislative reform. After a quarter century under the 1978 Constitution, four laws relating to aliens and immigrants have been passed. Law 7/1985 was the first attempt to systematize the existing but dispersed regulations. Law 4/2000 was at the time considered to be the most progressive immigration legislation in the European Union. Law 8/2000 relocated foreigners as an issue for immigration and control policy. Finally, the last law, approved in 2003, missed the opportunity to offer an integral and long-term proposal on immigrants. This article analyzes the development of the spanish government's erratic policy as it faces the phenomenon of immigration.
