The purpose of this article is to study the political factors that influence allocating the budget to Mexico's public state universities, and to determine the degree the political party of the president, the governor, and the Congress affect the allocation. For this reason, an analysis was made of 32 state universities in Mexico, by means of multivariate regression analysis for panel data for the period from 1990-2009, with indicator variables on political parties, and controlling by enrollment. The finding was that the federal government rewards public state universities located in states governed by opposition parties with which it has most ideological affinity or possibilities of negotiation, and punishes public state universities located in states governed by ideologically opposing parties without veto power in the legislature.
