Commonly, public policies are established with the goal of reducing or eliminating social inequality categorized as acts of injustice and inequity. Although, in the Department of Cundinamarca, Colombia, there have been advances in this sense, poverty is not decreasing at the required pace to solve these issues effectively and efficiently. An approach to these issues can be taken from social mobility as an indicator of social development. The problem can be directed to the cultural base from which it is possible to generate the change in conditions of life.
